Management Regulations for International Students at Jiangsu Vocational College Of Information Technology

Chapter I  General

Article 1  In order to standardize the education and management of international students at the College, in accordance with Management Measures on School Admission and Education of International Students (No.42) released by the Ministry of Education, Ministry of Foreign Affairs, and Ministry of Public Security of the People's Republic of China, Regulations on Higher Education Quality for International Students in China (for Trial Implementation) (J.W. 2018 NO. 50) released by Ministry of Education, and Management Measures on Admission and Education of International Students by Higher Education Institutions in Jiangsu Province (S.J.W. 2019 NO. 84), these Regulations are formulated in accordance with the actual situation of this College.

Article 2 The International Students mentioned under the Regulations refer to foreign students attending schools in China who do not have Chinese nationality under the Nationality Law of the Peoples Republic of China.

Chapter II  Management System

Article 3 The School of International Education is a specialized department that manages and coordinates matters related to international students. Its responsibilities include developing admission policies, carrying out the admission work and related publicity measures, accepting applications, handling the enrollment registration, providing language programs for international students, managing the teaching programs and related on-campus matters of international students during the non-academic education stage, and managing foreign affairs related to international students.

Article 4 The Schools of the College shall formulate and adjust the majors for international students, revise the professional training programs for international students, and carry out teaching duties according to the programs. The Schools shall also be responsible for the teaching management and on-campus management of the international students during the academic education stage.

Article 5 The Office of Academic Affairs shall be responsible for the school roll management of international students, and providing teaching guidance for the relevant Schools.

Article 6 The Office of Student Affairs shall assist the School of International Education and other Schools in managing the international students on campus and provide related guidance.

Article 7 The Department of Foundational Courses shall assist the School of International Education in the language programs of international students.

Chapter III Admission, Acceptance and Registration Management

Article 8 The College provides both degree courses and non-degree courses for international students. International students may be classified into scholarship students, self-funded students, and exchange students according to their source of funding.

Article 9 The quota for international students recruited by the College is not subject to quota under the national enrollment plan.

Article 10 International students may be accepted by all the majors offered by the College. Degree-offering majors separately established for international students shall be subject to the approval by the Jiangsu Provincial Department of Education.

Article 11 A foreign citizen applying for degree programs of the College shall abide by Chinese laws, hold a high school degree or equivalent, and provide proof of reliable financial guarantee, with Chinese language proficiency reaching Tier 4 under the Chinese Language Proficiency Scales for Speakers of Other Languages.

Article 12 The School of International Education shall be responsible for vetting the applicants identities and qualifications in collaboration with the Office of Academic Affairs, the Office of Admission and Employment, and related Schools. The Schools concerned shall also organize entrance exams or assessments for the applicants.

Article 13 The College shall decide on the admission results based on the procedures and rules and the score of the entrance exams and assessments, taking into consideration the state requirements and public interests.

Article 14 The College may accept international students admitted by or transferred from other institutions if consent is obtained from such institution. If the international student applying for transfer is a recipient of the Chinese Government Scholarship, he/she shall personally apply for and obtain consent from the scholarship-granting authority, the Chinese Embassy where the applicant is located, and the institution of original admission. The transfer application will be approved upon review by the College.

Article 15 The College shall manage the school roll of international students in accordance with the school roll management rules of China and the College. When expelling an international student, the Office of Academic Affairs shall submit its opinions along with the School of International Education and the relevant Schools to the College for review and approval. If approved, the opinions shall be filed to the Provincial Department of Education. In the event that the student to be expelled is a recipient of a government scholarship, the College shall also submit the expulsion decision to the scholarship-granting authority in writing.

Article 16 The College shall issue certificates of graduation (certificates of completion, certificates of incompletion), or certificates of realistic study.

Chapter IV Teaching Management

Article 17 International students under degree programs shall, in principle, attend the program as per the teaching plan uniformly stipulated by the College. The professional training programs for international students shall set out a Chinese proficiency requirement and the requirements for compulsory courses on the introduction of China. No courses on national defense education and military education (including military theory teaching and military skills training) are required.

Article 18 The international students shall attend theoretical and practical training along with their Chinese peers as required by the teaching plan. When choosing practice venues or locations, related state regulations on international students must be complied with.

Article 19 Matters in respect of attendance and discipline, assessment and record of grades, retaking, major transfer, suspension and reinstatement, graduation (completion and incompletion), and certificate awarding of international students shall be subject to the Regulations on Student Registration Management of Jiangsu Vocational College Of Information Technology (Revised) (S.X.Y.J. 2017 NO.12).

Chapter V Scholarship System

Article 20 The College has established the JVCIT President Scholarship for outstanding international applicants.

Article 21 The College accepts recipients of Chinese Government Scholarship, Confucius Institute Scholarship, Jiangsu Provincial Scholarship for International Students in China, and shall be responsible for their teaching and daily management.

Article 22 International scholarship recipients are subject to annual eligibility reviews as required by the scholarship-granting authorities. The reviews shall be carried out by the School of International Education as per the relevant provisions, and the review results shall be submitted to related authorities.

Chapter VI On-campus Management

Article 23 The College shall educate and manage international students as required by the related national laws and regulations and the rules and regulations of the College. International students shall comply with the laws and regulations in China and the rules and regulations of the College, and respect the Chinese social ethics and customs.

Article 24 The College encourages and facilitates international students to take part in cultural and sports activities that benefit their mental and physical health. International students may voluntarily participate in public service activities and the celebration of major Chinese traditional festivals.

Article 25 International students may hold celebration events for major traditional festivals of their countries within the designated location and scope with the approval of the College. However, no content or speech that opposes or attacks any other country or race, or goes against social ethics is allowed.

Article 26 International students may establish school-level fellowship groups with the approval from the College and within the scope provided by Chinese laws and regulations and as per the guidance and management of the College.

Article 27 The College respects the ethnical traditions and religious faith, but forbids missionary, religious gatherings, and other religious activities.

Article 28 International students may work part-time during their study at the College with the approval from the College, but full-time employment, engagement in business, and other types of business activities are not allowed.

Article 29 International students who live in dormitories on campus must comply with Management Measures for Dormitories for International Students of Jiangsu Vocational College Of Information Technology (for Trial Implementation) (S.X.Y.X. 2016 NO.3)

Article 30 In the event of any disciplinary offense by an international student, the Implementation Measures on Punishment for Disciplinary Offence by Students of Jiangsu Vocational College Of Information Technology (Revised) (S.X.Y.X. 2017 NO. 5) shall apply.

Chapter VII Social Management

Article 31 The College cooperates with relevant government authorities to carry out the social management of international students.

Article 32 International students shall comply with the relevant laws and regulations in China when publishing articles, forming associations, rallying, and demonstrating. International students must comply with Provisions on the Administration of Religious Activities of Aliens within the Territories of the Peoples Republic of China when engaging in religious activities in China.

Article 33 International students shall comply with relevant provisions in China when carrying or mailing articles to or from China.

Article 34 The College implements a compulsory insurance system for all international students. International students must maintain insurance as per the relevant provisions of the state and the College. Those who have not purchased appropriate insurance in accordance with the regulations shall rectify within a fixed period of time. If they are not insured before the deadline, they shall not be admitted to the College. Those who are already studying at the College shall be expelled or not allowed to register.

Chapter VIII  Entry, Exit, and Residence Procedures

Article 35 The applicants shall apply for Class X1 or X2 visas to a Chinese Embassy with Visa Application Form for Aliens Visiting China for Education (Form JW202) and the Letter of Offer issued by the College. An international student shall hold a general passport with a Class X1 or X2 visa when registering.

Article 36 International students who need to apply for residence permits after entering China with visas for educational purposes shall apply for residence permits for educational purposes to the Entry and Exit Control Department of Wuxi Public Security Bureau within 30 days after entering China. During their study, in case of any change in the items on the residence permits, a change procedure must be gone through at the Wuxi Public Security Bureau within 10 days.

Article 37 International students must go through the confirmation procedure of Health Examination Records for Aliens or health examinations at the Wuxi Health and Quarantine Department. If any severe mental disorder, infectious tuberculosis, or other types of infectious diseases that may endanger public health and safety under the Exit and Entry Administration Law of the People's Republic of China is founded through the examinations, the Public Security Bureau shall be referred to according to laws.

Article 38 An international student temporarily leaving China during their study shall apply to the Public Security authorities for appropriate procedures. In the event that an international student needs to continue education or remain in China upon the expiry of his/her visa or residence permit, he/she shall apply for an extension before the expiry.

Article 39 Upon graduation, completion, incompletion, and withdrawal, international students shall leave China within the specified time. For international students receiving penalties of expulsion or dismissal, the College shall inform Wuxi Public Security Bureau in time of canceling or shortening their duration of stay in China under their Alien Residence Permits according to laws.

Chapter IX Supplementary Provisions

Article 40 These Regulations shall come into force upon issuance. The original Management Regulations for International Students at Jiangsu Vocational College Of Information Technology (for Trial Implementation) (S.X.Y.B. 2016 NO. 5) shall be rescinded.

Article 41 The specific management system shall be subject to the Chinese version. The translated copies shall not be used as the basis for management.

Article 42 The School of International Education shall reserve the right to interpret these Regulations.
